I don't think you can call that a PWP. I admit the plot was behind the scenes by a man with a scarily prescient knowledge of what would work the best for UNCLE and the world. It's almost as if he had help from the future . . . I wonder what kind of watch Mr. Waverly wears? A special edition Timex, perhaps?
